Department of Water Management

Bureau of Engineering Services

 

Number of Positions: 14 Full-Time

DUTIES:

  • Under general supervision, coordinates and supervises the work of an engineering section responsible for the planning, design, and monitoring of construction on water main and sewer main projects.
  • Oversees the conduct of field surveys to identify conditions that may impact the scope of proposed construction, repair and maintenance projects and recommends modifications as needed.
  • Meets with engineers and consultants to determine scope, cost, design criteria, and specifications for projects such as water, sewer, and related systems and facilities.
  • Prepares and reviews engineering designs, drawings, calculations, specifications and cost estimates for infrastructure, maintenance, and repair projects.
  • Supervises staff and oversees engineering consultants functioning as design and resident engineers, ensuring work is completed according to contract specifications and grant project timelines.
  • Interprets design plans and specifications to consultants and contractors and assists in resolving design and construction problems.
  • Prepares reports, or directs the preparation of reports, on the status and costs of engineering projects to management and funding agencies.
  • Approves partial and final payments to contractors ensuring payment requests reflect completed work according to contract specifications.
  • Reviews and authorizes design plans, contract documents, cost estimates and engineering calculations for construction or rehabilitation projects prepared by consultants to ensure compliance with established design criteria, project scope and budget specifications, and recommends changes as needed.
  • Analyzes and resolves complex engineering design and construction problems; monitors work in progress and determines the appropriateness of engineering changes, contract amendments and related costs submitted by contractors and recommends approval or modification.
  • Assists supervisory staff in resolving complex engineering design and construction problems.
  • May review applications submitted by private parties or other agencies for activities affecting water infrastructure.
  • May prepare grant applications to secure project funding.
  • May consult with other departments and agencies to coordinate personnel engaged in project engineering activities.
  • May provide technical information on engineering projects at hearings and legal proceedings; may research new materials, techniques and software for use in engineering projects.
  • Performs related duties as required.

THIS POSITION IS IN THE CAREER SERVICE

MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Civil Engineering or a directly related field of engineering supplemented by three years of progressively responsible Civil Engineering experience including one year of supervisory experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met. Registration as a Professional Engineer (R.P.E.) is required. At the time of employment, positions must have obtained Registration as a Professional Engineer (R.P.E.) in the State of Illinois. A valid State of Illinois driver’s license is required.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, will be selected.

Preference will be given to candidates possessing the following:

  • Previous supervisory work experience.
  • Previous work experience preparing technical reports and functions for water or sewer pipeline construction.
  • Previous work experience preparing studies, reports, and other functions for construction and maintenance projects.
  • Previous work experience applying the Illinois Environmental Agency Regulations for water and sewer separation.
  • Proficiency in knowledge and use of Geographic Information Systems (GIS).
  • Proficiency operating a personal computer (PC).
  • Proficiency using Microsoft Office applications.
  • Previous service in the Armed Forces of the U.S. on active duty continually for six months and have not been dishonorably discharged.
